In England (and Wales) you can find a public footpath in many places. It is not given by permission instead it is a right which people have and believe me, they exercise this right.According to the Highway Act 1980, Section 26 (creation orders)
5.2 Section 26 of the Highways Act gives an authority the power to create a footpath or bridleway. The authority can do this without getting permission from the person who owns the land that the proposed path will run over.

Luckily that is a right that they don't exercise often!
